Nel thread ufficiale di azure cms c'è questa guida di installazione, prova a seguirla:

Install Guide

Download .ZIP
Extract
Disable all Softwares that are running in port 80 and 443
Don't run as Administrator
Run the azureweb.cmd
Enter localhost/install
Setup your Database in PhPMyAdmin
Follow Install Instructions
After Installing, open Web/Public/Js/2.js and Change the Recaptcha Token (You can create one in Recaptcha's from Google
Create an account in the CMS
Start your Emulator if you want
Enter client
Enjoy
